So like, Shinji is probably going to openly display his powers to the 'public' fairly soon, as he believes he is the next incarnation of God/Messiah. And, he will probably end up convincing some people with his show of strength and ideology.
Sooo, he's going to need some followers. They will probably need to be humans, but mutants are welcome to. They could not believe that he is actually God, but agree with his ideology, or merely wish to use him - although intelligent, he can probably be manipulated.
Of course, his public displays of power will probably lead to the attention of the media, and the government. I am happy to let Shinji get captured by government people, and for experiments - he cannot tap into his latent power (which is probably 80 to 90% of his power, inaccessible) at the moment, and perhaps the experiments could unlock some, or all of it. I intend for Shinji to be powerful - not Godly, despite his claims, but powerful nonetheless. He will not be able to control people and the like, but his psychokinetic manipulation abilities are unmatched at the peak of his latent power.
