I did this before on a different board, and it actually turned out pretty well. Basically, this thread would be a repository for characters or NPCs that wouldn't warrant a full application, but you would still like people to know about them in some detail. Perhaps they're central to a Player Character's story or plot, or they're just people to have around to flesh out the world a bit more.
If you post a Minor Character here, part of the little profile I provided is about "Permissions". You ostensibly own the character you post, but if you wouldn't mind people using the character, you can say so. You can clarify if the user needs your permission or if they can just go ahead and use them. It's implied that you can't do anything major to the character, like kill or maim them, without permission from the owner.
Although I don't have the authority to mandate it, I assume that if your character is a Mutant or part of the DNCS or whatever, they should be generally "less" powerful than Player Characters.
Tabloid's Minor Characters:
Name: Herz
Sex: Male
Connection: Independent
Permission to Use: Yes
Quick Bio: A seventeen year old of German descent with the Mutant ability to become transparent for a few minutes at a time. This plays into Herz's "occupation" of being an Internet daredevil. Herz runs a website where he films himself doing daring, thrill-seeking acts like BASE jumping or train surfing. For the more "off-limits" events, Herz uses his ability to sneak past guards and cameras before filming himself doing something like stealing an expensive car at a car show for a joy ride. When he's not risking his ass doing stupid things, Herz is a typical partying teenager.
