Oscar doesn’t want one of those friends/lovers/etc things either. He’s a high ranking official in the DNCS, a military general amongst operatives who furthers orders from the big boss to the people who execute them practically as well as accompanying his personal squad for certain, more secretive missions. He tries to keep friendly relations with all of the DNCS staff and especially with the people who are appointed to him specifically. As one of the bosses in his own right, he has a little influence over administrative decisions (like promoting low ranking officers or demoting anyone beneath his rank from within his area of responsibility) and holds a little persuasion into matters of experimenting on mutants, when it comes to which of the mutants get the bigger risks.
The latter is by no means in his job description, but he’s friends with the scientists and a bottle of wine and a word here and there can go a long way in influencing someone’s decisions. He secretly botches jobs when sent to capture obviously innocent children of no criminal record and when he does it, he does it masterfully. As the one in charge of sorting through mission reports, he’s not likely to turn himself in as a suspicious presence during the mission, so even if he makes the occasional mistake and someone could gain suspicions about him he’s still the boss and you don’t report the man who could fire you with no evidence.
Regardless of his wish to do what’s best by everyone, that’s not possible, and he won’t endanger his job for one kid here and there, he just drowns the spreading darkness in his heart at being an indirect accomplice in drink. Life isn’t fair and mutants are part of the criminal presence everywhere and they’re more dangerous than any humans the government or the police have to deal with. There’s no room for pointing the blame finger at the government in his eyes, they’re just doing what’s necessary to even the score with the dangerous criminality everywhere. Or that’s what he thinks.
DNCS people - we need to have threads! He would be willing to train new recruits, introduce them to their duties, give orders to own subordinates (if you want to be part of his secret missions squad), or just chat by the water cooler.
Mutants – let me know if you want to be captured by Oscar / be one of his purposefully failed capture attempts / ruffle him up and cackle as you escape truly and gain an enemy.
