What You Need to Know About Eluard: - He's a mutant with a remarkable memory who works as a surgeon at the local hospital. - He's building a web of connections in the underground part of the city, starting to be known as the White Serpent, an information dealer. People who may want to find out something about someone or some situation wthin the city could be inclined to come to him. No one really knows what he asks in return for the services he provides and it's rumored that asking him actually offends him. - He keeps tabs on government officials, their secretaries, bodyguards, janitors, etc. Whoever comes in and out of the government building and is known, in any way, to be involved with the activity going on within that place has his attention. Currenly he's building a database of knowledge, largely in his own mind, about these people. The information he gathers is both common knowledge and everything the underground web has to offer. Sometimes he personally stalks people. - He listens to all the rumors, investigates every known incident, trying to find mutants like him. ----------------------------------------------------------------------------If you're a normal human... Eluard probably doesn't know you exist unless you're somehow involved with the underground life of the city. -> any form of meeting situations would be just fine here.If you're a mutant... Eluard is looking for you. If you've ever used your powers and there were witnesses that could have spread the word with details about you (appearance, area seen in, etc) he would come snooping around, hoping to find you. -> it would be fun if any of you wanted to create a situation where he either witnesses a mutant use their power or his informants let him know about someone rumored to be a mutant so he could approach your character.
-> anything else works.If you're with the government... Depending on how high up you are, he may even know what you like to have for breakfast. Eluard focuses his attention intensely on learning anything and everything he can about those currently working for the government, most times gathering information not exactly in a legal fashion. -> if you throw government workers at him, let me know what you would be okay with him knowing about them. ----------------------------------------------------------------------------This isn't your regular plot page thing because Eluard raises an eyebrow at simple classifications, his relationships with people tending to be not all that easily label-able. Also this is where you let me know if you want to throw any characters at him! Any and all ideas or interests are welcome and we can work up a meeting scenario!

So, I have three characters:
Delilah: Telepathic Evron: DNCS Field Agent/ Temp Operator Cecilia: Blindsighter
I'm pretty sure he would be in greatly with Cecilia seeing how she escaped from the DNCS and is now in hiding from them. If he ever ran into her, he could bug her about her time there and she would try to get him off her case. Seeing how he knows a lot and is always informed, I'm pretty sure he would know where she would be hiding.
As for Evron, he's involved with Tristan who had taken out a lot of information. Not only that but he's also now a temp Operator who works with Cassidy.
As for Delilah, we'll just have wait and see what she slips and shows her powers. It'll be harder since she's a Telepathic and it might take some time. And I'm guessing the time her powers activated and passing out in school might not interest since she is always a busy child and it could've been from stress.

There's no way he wouldn't go after Cecilia. She sounds like such a great potential for information, and he'll put on his best persuasive techniques to get her experience to light. So I can definitely start a thread with him looking for her after having gotten a tip from his informants about her potential whearabouts. He wouldn't approach her just for that though, he's actively interested in being in good relations with and helping other mutants, beside his side-plot of building an actual army over time that could take the offensive against the government, but that's just a thought at this point when he's trying to find mutants first. Where would she possibly be hiding? ---------- Eluard would definitely try to approach Evron also. I can see him doing his best to establish a connection that might turn into friendship in the hopes of directly tapping into info about the people who work in the government. I'll think about potential meeting scenarios for this. It would be tricky-er. ------------- Delilah would be a hard case indeed. We'd need a neutral-ish scenario for them to talk. I'll think about what could have him chatting with a sixteen year old and PM you what I come up with. I'd have threads with all of your characters >.> Cecilia sounds like the best first target if you let me know where he should start snooping. I'll think about scenarios for the other two as well, unless you'd rather keep it to just one for now.

Here's an awesomely fun plot for you.
One of my characters, Blaine, never ever uses his powers. Until the war with the government really breaks out, he's not coming out.
I mean if there's a war at all...
VEX, on the other hand, is a human that, in all respects, seems like he could be a mutant. He's getting pretty public, he dresses up in a sort of super-suit, and he's damn good at what he does--fighting crime.
I think your character could try to recruit him, and... maybe find out he's not a mutant. What a riot!

I can definitely see Eluard going after Vex to "investigate" him and find out if he's a mutant and what motivates him to be a vigilante.
Maybe they could meet in a relevant scenario? I could have Eluard stalking the streets at night in search of the super-suit wearing person and ironically get surrounded by thugs. He's no stranger to finghting but he would be outnumbered and your character could happen upon the scene and jump in to help the apparently innocent pedestrian?

Cecilia would be hiding in a one room studio which I'll put up soon.so when I do just put a post up!
With Evron he'll be hard to approach at first but if you tell him your cause Evron will help the best he can.
I guess with Delilah time will tell huh. But I'll wait for a response.

Kidding, kidding.
So yeah, I was reading that your character is gathering information about everyone and everything, huh?
It's very much the same as Matt (Or Mr. Ghautier, as he suddenly prefers). Although their goals seem to differ, I can see them knowing about each other, but never having met, until one of them (most likely Eluard) sends one of his informants, Matt returns the favor and slowly get to meet?
Of course Mr Ghautier will think that Eluard is a simple human (his powers not being all that obvious, etc, etc...) So that, of course, would create some tension.
For my other characters... Well, he would maybe be interested in Yumi (being able to use his own blood and y'know; although the insanity may be a bummer). Akimoto is more of the neutral type and hides his powers and isn't a 'big' name. Although maybe he's known as the mutant that lives in the facility and is content with it? //shrugs.
Zacharie (or Zack) is just the average dude, although it's somewhat "common" knowledge that he wants to get to work in the government....
So, that's for all my babies, and some attention to them, that Matt gets way too much...

@cecilia I'll be sure to post as soon as it comes up for Cecilia. /starts thinking of circumstances for the others/ I'll shoot you PMs on the respective accounts as soon as I grow ideas. ✖ GRIM /turns all peering scaly dragon at the hissing, but reverts to normal and sticks out tongue afterwards/ I'm sure him and Matthieu would be aware of each other in that case even if they've never met. I can see Eluard trying to approach him to establish a cooperative connection, depending on Matthieu's goals (which I'm not sure any of them would divulge to each other out of caution but we can see) a possible informational alliance. The informant he sends would extend an invitation to Matthieu to a certain abandoned building that can be reached through some shady alleyways. I can start that if he accepts. Eluard actually pretends he's a human and has no intention of ever shattering that illusion to others, and I assume he wouldn't know Matt is a mutant either? --------------- Is there any situation where Yumi would use his powers in a way Eluard would notice? The insanity wouldn't exactly be a problem, Eluard would just try to understand it, offer his support in helping Yumi live / deal with it. There's no end to his patience and availability for listening / discussing life matters. Of course, he wouldn't be an accomplice to potential dark behavior, he would try to prevent it. ---------------- Eluard would find Akimoto worth talking to, because of his choice of... living in the facility. So he'd definitely keep an eye out for him. ---------------- Hm. He wouldn't really approach Zach because he's not actually with the government yet and thus not much of a potential for info. ---------------- So let me know which characters you want threads for and I'll start thinking of encounter suggestions, aside from Matthieu, who's definitely invited for a meeting.

Yeah, Eluard would be more aware of Matt than Matt would be about him. He doesn't care about other mutants very much (unless he knows they'll prove useful later on). I can't see them telling each other about their plans either, although dropping a hint here and there to see what they have on each other, but without much thought spend on it (once more on Matt's side, at least at that moment..)
And yeah, that actually sounds interesting ^^ He would be curious why a lowly "human" would seek him out and invite him to his "base". Of course he hopes he'll get good information out of it in the end.
Well, it's kinda hard to miss that he transforms in a huge-ass horse at times and especially when he wreaks havoc in this shape. So maybe Eluard would be aware that Matt is a mutant, but not really realizing the horse is Matt and thinks that he has another power? Just a suspicion or some sorts? //lame.
Or maybe not? *shrugs*
Hmmm... Yumi is the type to be /very/ careless. So he certainly would be found gnawing on his wrist and playing around with his blood without a care who would see him. His insanity will be something that should be dealt with, but cannot be cured. It however can be used for someone their own goals, if they know how. A promise of drugs (it doesn't even have to be given when he has done his task) to keep him on the line. //shot!
He however will reject any offers of telling his life story, he would simply state the most important facts and consider it done. He's a bit of a difficult customer, huh? xDD
Oh, Akimoto would be slightly aware of it. Although won't pay too much attention to it, so approaching him wouldn't be too difficult, as long they don't mention his impeding blindness. He won't tell about the live he leads there, unless he trusts them and knows they won't use it against him. Or information that isn't sensitive, but his sense of what's sensitive is a bit... ehhh... underdeveloped.. warped?
But yeah, maybe let us first get Eluard and Matt's thread started, before plotting with the other insane babies of Grim~ xD //pets them.

As soon as I read this I knew I had to jump in XD
Daisuke Sakuraba: A mutant who's ability is to control darkness and shadows. And though he doesn't know it yet, he's directly related to the first mutant captured by the government. He's been tracking down as much information as he can trying to find out just what mutants are and why many of them are suddenly disappearing. So I definitely believe Eluard here would be a much appreciated ally. And again, though he doesn't know it yet, he'll be bringing the mutants together in a resistance group against the government. So I think these two should definitely meet at one point or another.
Benjamin Hawthorne: Another mutant who's ability is Telekinesis. He, along with his two younger siblings, has been hiding his powers out of fear of how people would react to them, also trying to keep his family safe by making sure their powers are never noticed. They aren't aware of any other mutants as far as he's concerned anyway. I don't really know much of what these two could do other than Eluard finding him out when his powers slip or something.
Felix Aecor: The governments youngest recruit so far. He was taken from an adoption agency when he was younger because he was discovered to have the mutated DNA like the others. However his is dormant so he didn't gain any powers. However the government still uses him for experiments to learn about the virus and when he's not a lab rat, he works as a field agent to observe, report, and even sometimes capture the mutants. So maybe he knows about him or he could confront him while he's out on a mission. IDK lol

Daisuke SakurabaDaisuke – sounds like a fun encounter. Eluard would definitely help him and be there when the situation breaks into conflict, with his own established connections and ties to whatever mutants he finds before then. Maybe Daisuke, in his frantic search for information, could actually hear about the strange information dealer who operates around the city and come to him looking for answers, not even knowing what kind of person to expect? You could start this with Daisuke coming to where he is told in the shadier part of town? Benjamin – Telekinesis would be easy to catch in action if there would be a situation where your character would resort to using his power. I’m thinking I could even place Eluard into a situation where he could fall to his death if he isn’t caught by Benjamin’s power and reeled back? We could have it be just the two of them in the area so no one else notices. I can set the stage for this scenario. Felix – Wouldn’t it be fun if Felix was pursuing a mutant girl through the streets and when he’s got her cornered some stranger would step out of the shadows and distract him from her? Effectively allowing her to escape and making Felix lose his catch. Eluard would have rather approached officials in a subtle, unsuspicious manner, but sometimes situations can’t be helped and he wouldn’t have sat by and let him capture the girl. So let me know what works / what seems fun to you because I’m up for them all. xD

Ben: I really like that idea! It'll be the best way since he is pretty secretive and doesn't use his powers unless he just absolutely has to. So yeah ^^ You can set it up and we'll see where we go from there I suppose.
Flea: He'll be pissed off I'm sure. He doesn't like people interrupting him and I doubt he'll be able to hold his innocent act with that one. Especially if he realized he had been distracting him the whole time. Sounds really fun lol It'll be nice to roleplay Felix as his more serious side >3
